China, Japan vow to forge closer ties at ‘historic turning point’

Prime Minister Narendra Modi will be visiting Japan this weekend for an annual summit with his counterpart Shinzo Abe and the proposed Acquisition and Cross Servicing Agreement between the two militaries is on the agenda Japan to sign peace treaty with Russia, Abe says

The Trump administration has imposed huge trade tariffs which it says are in retaliation for other countries' unfair trade practices.

In a statement before he leaves for Japan on Saturday to attend the annual summit on October 28 and 29, Modi said India's partnership with Japan is of great substance and goal. By insisting on standards developed by the Organization for Economic Cooperation and Development, of which Japan is a member but China is not, Japan can signal to developing countries that it is a fairer partner, the Japanese official said.

Abe made the remarks in a written interview with Chinese media ahead of his three-day official visit to China scheduled from Thursday, which will mark the first time since 2011 for a Japanese prime minister to visit China officially.

This was announced by the Prime Minister of Japan Shinzo Abe at the opening session of the local Parliament, reports the Chronicle.info with reference to RBC.

As close neighbors, Japan and China should push forward bilateral ties on the basis of the principles set in their four political documents and in the spirit of "cooperating in a mutual-beneficial way and never posing a threat to each other", he said.

"[ I think] China would like to warm relations with traditional rivals such as Japan and concentrate the diplomatic efforts on United States".

While anxious about China's growing naval power, Japan is also keen for closer economic ties with its biggest trading partner, but it must manage that rapprochement without upsetting its key security ally, the US.

Mr Li said both sides had agreed that as major countries, China and Japan should uphold free trade and accelerate talks on the Regional Comprehensive Economic Partnership (RCEP) and on a China-Japan-Korea trade zone. "Despite being proud Japanese, I think Mr. Abe is also a very pragmatic politician", Huang Jing, Dean of global and Regional Studies Center at the Beijing Language and Culture University told The Hindu.

Mr Abe heads to Beijing this week to celebrate the 40th anniversary of a peace-and-friendship treaty between the Asian powerhouses, which have a long history of bad blood due in part to Japan's colonial invasions of China and atrocities committed during World War II.

Relations between Asia's two biggest economies have improved in recent years after they sunk to new lows in 2012, when Tokyo "nationalized" disputed islands claimed by Taiwan and China.

China now restricts the import of foods produced in 10 Japanese prefectures due to concerns about nuclear radiation after the Fukushima Daiichi nuclear disaster, which was initiated by the devastating tsunami that hit the country in 2011.

Relations between China and Japan have overcome "obstacles" and are moving "from competition to cooperation", the nations' leaders said on Friday as they signed new deals to prevent military clashes at sea and boost financial and economic collaboration.

The incident prompted anti-Japanese riots in China, and kicked off a frosty spell that has only recently begun to thaw.

But as Trump's tariffs bite, China has increasingly looked to Japan to serve as a hedge against growing U.S. protectionism. This was because the TPP was seen by Tokyo as the economic inculcation of the US economy into the region to match America's extensive network of alliances and security partnerships that can be found throughout North and Southeast Asia.

While Japan, anxious about China's growing naval power, is keen for closer economic ties with its biggest trading partner, it must manage that rapprochement without upsetting its key security ally, the United States, with which it has trade problems of its own.

"The timing is very important", said Yasuhiro Matsuda, a professor at the University of Tokyo's Institute for Advanced Studies on Asia.
