No fossil fuels in power, law says

Gov. Jerry Brown on Monday signed a bill requiring that 100% of California's electricity be generated by renewables like wind and solar by 2045.

The signing came in the same week that San Francisco will host a Global Climate Action Summit on September 12-15.

"It will not be easy", Brown tweeted after signing Senate Bill 100 and a related executive order.

"Climate change is real, it's here, it's deadly, and it's extraordinarily expensive", he said Monday before the signing, extolling the new target's promise of creating tens of thousands of jobs.

After President Donald Trump made his intentions to support the oil and gas industries clear and pulled out of the Paris Agreement on climate change in June 2017, Brown volunteered as an unofficial ambassador overseas on climate change issues. Now, as the state fights a battle against the EPA and the Trump administration to maintain its ability to lead the nation in clean cars, the California Legislature has passed a new plan to radically clean up power plants. This order essentially states that California must "remove (s) as much carbon dioxide from the atmosphere as it emits". The bill also requires electric utilities and other service providers to generate 60% of their power from renewable sources by 2030, up from the 50% goal previously set for that date.

Before the new 100 percent renewable goal, lawmakers approved "higher renewable energy use, tighter greenhouse gas targets, and extension of the cap-and-trade program", he wrote.


The California governor has taken on the mantle of leading the USA effort to combat climate change as President Donald Trump has sought to roll back environmental regulations and support coal-fired power plants.

About 26.9% of the state's generation now comes from hydro, with 26.9% from renewables and 43.3% from natural gas.

"We applaud the governor for his support to make a 100% clean energy grid a reality for our great state, and demonstrating California's global leadership for a secure, clean, affordable energy future", said Amisha Rai, Senior Director of California Policy for the Advanced Energy Economy (AEE). The state's biggest utilities, however, opposed the measure.

"California, as a very prosperous economy, is taking aggressive action on climate change", Brown told AFP by phone when asked if the new measure will inspire others. The state ranks 15th in natural gas production.

The second part declares that the state's policy is to work toward eliminating fossil fuels from the electric grid and all agencies should make decisions with that goal in mind.

California already gets a substantial portion of its electricity from renewable resources.

Major cities will likely announce greenhouse gas emissions trending downward, and governors will unveil partnerships supporting indigenous efforts to sustainably manage tropical, carbon-dense forests.
