The solar duties are separate from tariff hikes imposed by the Trump administration starting in July on Chinese imports in response to complaints Beijing steals or pressures companies to hand over technology. Earlier this month, the Trump administration announced it would impose 25 percent tariffs on $16 billion worth of Chinese imports beginning August 23.

Washington announced in January the imposition of what it called safeguard tariffs for four years: a tariff of 30 percent in the first year, which would be reduced gradually to 15 percent in the fourth year. It said import prices were unfairly low due to subsidies and other improper support.

Washington took action under the United States 1974 Act in place of the World Trade Organization.


"I don't think the complaint is necessarily a good thing for Chinese solar industry since it adds more uncertainties to the big (trade) war", he added.

China responded two days later by proposing tariffs ranging from 5 percent to 25 percent on 5,207 US goods worth 60 billion dollars.
