US President Donald Trump took to Twitter to say that collusion isn't a crime, and that he never colluded with anyone.

After repeated claims that Trump did not collude with the Russians during the 2016 election, Giuliani on Monday shifted tactics to say even if there was, it didn't matter because collusion is not a crime.

"Collusion is basically a partnership in crime, which is conspiracy", said Randall Eliason, a former federal prosecutor and a law professor at George Washington University.

A new report out Tuesday in the New York Review of Books suggests Trump knew that there was an ongoing criminal investigation into Flynn and his interactions with Russian officials when he asked then-FBI director James Comey on February 14, 2017 to let Flynn "go".

"Rudy Giuliani was correct - collusion is not a crime", Sekulow said. Hacking is the crime. "Well, the president didn't hack!"

Giuliani also denied that top Trump campaign officials held a planning meeting days before meeting with Russians offering dirt on Clinton. "It's like his "aloha" - it means both 'hello" and 'I'm guilty.'" But Trump and his team "have recently rebranded, and are using a new phrase that Trump tweeted out this morning: "'Collusion is not a crime, '" he added.

During his Monday interviews, Giuliani continued to question Cohen's credibility and said the president "did not participate" in the meeting with the Russians. Fallon's Trump listed some examples, explained why Rudy Giuliani is doing a great job, and moved on to other news.

The meeting was attended by the president's son, Donald Trump Jr, as well as Paul Manafort, the former chairman of Mr Trump's campaign, and the president's son-in-law Jared Kushner. Nevertheless, Trump's legal team is preparing to counter the results of the investigation.

Former FBI Director James Comey said during a CNN town hall in April that "collusion is actually not a thing that exists under the federal laws of the United States", and that he "had never heard the term until it appeared in the media".

A source familiar with the secret testimony of key Trump Tower meeting participants to the House and Senate Intelligence Committees told NBC News that none of them ever raised the issue of a strategy session to get ready for the meeting.
