Giuliani suggests Trump may pardon Manafort after Mueller's probe

"There was total bias", Trump told Fox News' "Fox and Friends", adding that "it was a pretty good report", but the "IG blew it at the very end".

The Russia probe, Guiliani says, is illegal because of its genesis, and not because of Special Counsel Robert Mueller who, Trump's lawyer claims, should not be investigated.

"When the whole thing is over, things might get cleaned up with some presidential pardons", Giuliani told the New York Daily News.

"When it's over? Hey, he's the President of the United States", said Giuliani. "But what they've been doing to him is heartless, it's cruel".

"It's crying out for somebody to investigate the investigators", he said on CBS' "Face the Nation".

"I don't think Mueller and his people need to be investigated unless something comes out of that", Giuliani added.

"I mean, when you look at Peter Strzok and what he said about me, when you look at [James] Comey and all his moves".

The internal watchdog's report detailed a series of failures by the top federal officials in charge of the Clinton email investigation ahead of the election, but concluded no political bias impacted the investigation.

"I believe that the Mueller investigation should be investigated", Giuliani said.

Peter Strzok, the FBI agent who oversaw the investigation into Democrat Hillary Clinton's personal email server during her tenure as secretary of state, worked on the Russian Federation probe but was taken off the investigation after his personal criticisms of Trump in text messages to a colleague were published.

Giuliani called for Mueller to suspend his investigation after Inspector General Michael Horowitz released his highly anticipated report on Thursday.

Trump's former campaign chairman Paul Manafort was sent to jail last week to await trial on more than 20 charges as part of the special counsel's probe.

Sen. Susan Collins of ME said on CBS' "Face the Nation" that she thought it was helpful Giuliani has recommended against pardons.

"The president is not going to issue pardons in this investigation", he said on CNN.

Later, he told a different reporter that Trump will not use his pardon power while the investigation is ongoing, but may exercise it after the probe has ended.

But he did accuse the Mueller investigation - yet again - of being "political" and rife with "unfairness", perhaps unfair enough to merit pardons for those who get caught by it. "Oh, I see, there was no Russian Collusion, so now they look for obstruction on the no Russian Collusion".

"That's why you don't want to go under oath", Giuliani said.
