In one Strzok-Page text exchange cited in the report, Page asked on August 8, 2016 whether Trump would become president.

The IG report details many communications where discussions of politics were mixed with discussions of official actions surrounding the Hillary investigation.

In his report, Horowitz said he found a "troubling lack of any direct, substantive communication" between Comey and Lynch ahead of the July 5 press conference and also Comey's October 28 letter informing Congress of the discovery of emails related to the probe found on the laptop of former Rep. Anthony Weiner.

The report being issued Thursday afternoon is the culmination of an 18-month review of one of the most consequential FBI investigations in recent history.

"Once [Trump] won, [Strzok] got on the Mueller probe and wanted to impeach him", Gowdy said of findings in Inspector General Michael Horowitz' report.

The report assesses the actions of a number of key players and events, including then-Attorney General Loretta Lynch's tarmac meeting with former President Bill Clinton, the text messages from Page and Strzok and then-Deputy FBI Director Andrew McCabe's response to the discovery of new emails found on Weiner's laptop. It does not second-guess the FBI's conclusion that Clinton should not have been prosecuted, despite repeated assertions by Trump and his supporters that anyone less politically connected than she would have been charged.


Strzok and Page exchanged a series of text messages on July 26, 2016, while they appeared to be watching television coverage of the Democratic National Convention.

From a practical standpoint, Comey's "punishment" for any claims of insubordination came over a year ago, when Trump summarily fired him.

Comey said the IG's report was important for two reasons.

Democrats said the report shows "that the FBI's actions helped Donald Trump become President". So, too, the witch hunt accusations slung Robert Mueller's way, for his ongoing failures to tie anything "Russia Collusion" to Team Trump - or "Russia Conflict of Interest", for that matter.

The completed review by the inspector general will likely prompt a wave of fresh criticism of the Federal Bureau of Investigation - which Trump has singled out in scathing rebukes as Mueller's inquiry has produced indictments against former members of the president's administration and campaign, including national security adviser Michael Flynn and former campaign chairman Paul Manafort.

Also Thursday, The AP obtained a document listing preliminary conclusions of that Republican party-led investigation, which has been conducted jointly with the House Oversight and Government Reform Committee. It is critical of former Director James Comey, saying he was "insubordinate" for not telling his bosses he planned to make a public announcement that he was not recommending charges against Hillary Clinton.

The probe was closed again just days before Trump's election victory.

The investigation "potentially indicated or created the appearance that investigative decisions were impacted by bias or improper considerations", the inspector general wrote.
