The Iranian government wants assurances that economic incentives that were part of a landmark deal to stop the country developing nuclear weapons will be protected, despite the U.S. withdrawal and threat of sanctions against companies who trade with Iran.
Quarterly meetings between Iran and the world powers had been held since the agreement entered into force in January 2016, but Friday's meeting was convened without the US.
On May 8, USA announced its withdrawal from the Iran nuclear deal, vowing to reinstate sanctions on Tehran and impose "the highest level" of economic bans on Iran.
But this has proven hard, with many European firms alarmed at the specter of far-reaching US financial penalties. Britain, China, France, Germany and Russian Federation remain in it.
The U.S. has levied sanctions against Tehran for its ballistic missile programme and labels Iranian regional proxy groups such as Hezbollah as "terrorist" entities.
Mr Khamenei added Iran could no longer deal with the USA that "easily violates an worldwide treaty".
He said European measures would need in large part to ensure that oil exports remained the same and that the SWIFT worldwide payments messaging system continued to work for Iran.
That's not all. Pompeo said any treaty will also require Iran to change its regional and military policies - things like its ballistic missile testing in defiance of United Nations bans and its military meddling in Syria, Yemen, Lebanon and Afghanistan.

Iran has struggled to benefit from the accord so far, partly because of remaining unilateral United States sanctions that have deterred major Western investors from doing business with Tehran.
Speaking after Friday's meeting, Iranian Deputy Foreign Minister Abbas Araghchi said: "We are negotiating.to see if they can provide us with a package which can give Iran the benefits of sanctions lifting", adding that "practical solutions" were required to address Iran's concerns over its oil exports, banking flows and foreign investments in the country.
US PresidentDonald Trump has long trashed the deal with Iran - concluded under his predecessor Barack Obama - saying it did not do enough to curtail Tehran's nuclear ambitions.
Khamenei also rejected any new negotiations over Iran's missile programme, which was not covered by the nuclear deal.
European nations share USA concerns, but they say that torpedoing the nuclear deal makes them far harder, not easier, to address. She says that's what makes Trump's comments about wanting to improve the nuclear deal so exasperating.
But the USA pullout has shaken the pillars of support for the deal on both sides.
