President Donald Trump revealed his plan Monday for combating the country's opioid crisis during a speech in New Hampshire. The president claimed punishments should be similar to that of murder in the first degree, life in prison or the death penalty.

The New York businessman campaigned in New Hampshire the night before the 2016 presidential election, but Trump narrowly lost the state on Election Day, with Hillary Clinton beating him by fewer than 3,000 votes.

Death penalty cases also cost the government substantially more to prosecute. Raising education and awareness, and expanding access to proven treatment and recovery efforts.

The president made his announcement in New Hampshire, a state hit hard by opioids and an early marker for the re-election campaign he has already announced.

Trump said he would call for more federal funding for developing nonaddictive painkillers, an idea in which FDA Commissioner Scott Gottlieb has also expressed interest.

Andrew Bremberg, Director of the White House Domestic Policy Council told reporters on Sunday that the death penalty would be sought for trafficking in some opioids, including fentanyl, when appropriate under current law.

Trump floated the death-penalty plan this month at a White House gathering focusing on opioid abuse, saying drug traffickers "are killing hundreds and hundreds of people". Along with the death penalty proposal, the White House wants to lower the amount of drugs at which mandatory minimum sentences could be in play.

Trump was joined by First Lady Melania Trump, who gave remarks before the president took the stage.

New Hampshire Senator Maggie Hassan, who helped secure the $6 billion to aid in the fight against the opioid crisis, thinks the president's rally is all show. "Creating additional criminal penalties and ratcheting up enforcement continues a failed strategy: addressing the supply of drugs alone is not going to be effective unless equal attention is paid to reducing the demand for them". He said there was little evidence that tougher sentencing reduced the availability of street drugs. Some legal scholars have said the issue may need to be decided by the U.S. Supreme Court.

Opioids, including prescription opioids, heroin and synthetic drugs such as fentanyl, killed more than 42,000 people in the U.S.in 2016, more than any year on record, according to the Centers for Disease Control and Prevention.

"I have serious concerns with some aspects of President Trump's proposal and rhetoric", said Congresswoman Annie Kuster, who has led bipartisan efforts in Washington to address the epidemic.
