Australian Prime Minister Malcolm Turnbull speaks at the start of the Leaders' Plenary session during the one-off summit of 10-member Association of Southeast Asian Nations (ASEAN) in Sydney, Australia, March 18, 2018.

Bishop said South China Sea is one the most important trading routes of Australia that is why they are exercising freedom of navigation and freedom of overflight in the region.

On maritime issues, the statement stresses the need to avoid actions that may complicate the situation - an apparent reference to China's activities in the South China Sea.

"This is a security and stability question in Southeast Asia which will affect all Asean countries if it goes wrong", Lee said.

But Lee said the matter was a cause of concern for all of ASEAN as all members would be anxious "if there is any instability or any trouble" in fellow member countries.

ASEAN leaders also expressed their concerns over China's growing assertiveness in the South China Sea, which is contested by a number of nations in the region.

In response, Canberra has consolidated key functions like national security, immigration, counter-terrorism, cyber-security, and border protection under a newly-created Home Affairs department, headed by Dutton.

Najib was instead given a special reception, and was invited to speak at the closing of the Conference on Terrorism Prevention which was part of the programme at the summit at the Sydney International Conference Centre today.

With the Trans-Pacific Partnership free trade pact, without the United States, now signed, Turnbull urged leaders to get behind a "high quality" Regional Comprehensive Economic Partnership deal.

The ASEAN nations are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Noting that there was "very strong support" for a swift conclusion of RCEP, Prime Minister Malcolm Turnbull said that if the negotiating countries secure a good agreement, "this would be ... an antithesis to protectionism".

The International Counter-Terrorism Conference and the ASEAN-Australia Business Summit were held ahead of the Summit with the participation of officials, experts and representatives of the leading businesses in the region.

Keo Vanny, the lawyer for Yeang Sothearin and Uon Chhin, called the Supreme Court's decision "unfair", saying the two men did not commit the crimes they have been charged with and suggesting prosecutors have failed to present evidence that shows they are guilty.
